The Haryana State Electronics Development Corporation Limited (HARTRON) has been entrusted by the Government of Haryana, through Notification No. 42/164/2008-3GS-II dated 7th November 2013, to conduct the State Eligibility Test in Computer Appreciation & Applications (SETC) for clerks. This test is mandatory for clerks (regular or contractual) to qualify for increments in their pay scale. The term “Clerk” encompasses various roles, including Clerk-cum-Computer Operator, Office Associate, Clerk-cum-Data Entry Operator, Steno-Typist, Data Entry Operator, and Clerk-cum-Typist.

Objectives of the SETC Scheme

  1. Achieving IT Literacy: Promote 100% IT literacy in government offices to include proficiency in word processing, email, data entry, and access.

  2. Boosting E-Governance: Facilitate e-Governance projects and their implementation in government departments.

  3. Improving Administrative Standards: Enhance the quality of administration through IT upskilling.

Scheme of the Test

The SETC consists of two parts:

Part-I: Online Objective Test

  • Structure: 50 multiple-choice questions (MCQs) with four options each.

  • Language: English only.

  • Passing Marks: 50%.

  • Topics Covered:

    • Introduction to Computers

    • Introduction to Windows

    • Word Processing

    • Spreadsheet

    • PowerPoint

    • Internet

    • WWW and Web Browsers

    • Introduction to Email


Part-II: Typing Test

  • Typing Speed Requirements:

    • English: 30 words per minute (WPM)

    • Hindi: 25 WPM (KRUTIDEV010 font)

  • Duration: 5 minutes.

  • Candidates must specify their language preference(s) during the application process.

  • Only those who pass Part-I or are exempted under the 2019 notification are eligible for this test.


Eligibility Criteria

Applicants must be currently employed as or newly recruited in one of the following positions in Haryana’s Government Departments, Boards, Corporations, or Agencies:

  • Clerk

  • Clerk-cum-Computer Operator

  • Office Associate

  • Clerk-cum-Data Entry Operator

  • Steno-Typist

  • Data Entry Operator

  • Clerk-cum-Typist


Application Procedure

  • Platform: Applications must be submitted online through the HARTRON website (https://hartron.org.in).

  • Steps:

    1. Fill in all required details accurately.

    2. Review the application using the “Save & Preview” option.

    3. Make corrections if needed through the “Edit/Update” option.

    4. Pay the application fee:

      • Part-I & Part-II: ₹590/- (non-exempted candidates).

      • Part-II only: ₹354/- (exempted candidates).

    5. Download and print the application form and e-admit card.


Verification of Documents and Admit Card

  • Candidates must carry their identity card, proof of employment, and any relevant exemption certificates.

  • Biometric attendance may be used for verification.

  • Documents to bring:

    • Original and photocopies of certificates.

    • Aadhar card.

    • Signed and stamped application form.


Examination Details

Test Venue

  • Primary Locations:

    • HARTRON Multi Skill Development Center (HMSDC), Udyog Vihar-I, Gurugram.

    • IDDC, HARTRON, Ambala Cantt.

  • Venue preferences can be indicated during application but are subject to HARTRON’s discretion.


Admit Card

  • Download from the HARTRON website.

  • Bring a printed copy of the admit card and application form.


Issuance of Certificate

Candidates who qualify both parts (or Part-II for exempted candidates) will receive a certificate specifying the language of typing proficiency. Certificates will be issued by HARTRON on behalf of the Haryana Government.


Exemption from Part-I Test

Employees possessing qualifications or certifications as outlined in the 2013 notification and the 2019 order are exempt from the computer knowledge test. Relevant documentation must be submitted during the application process.


General Instructions

  1. SETC is exclusively for eligible clerks and related roles.

  2. Applications with mismatched signatures or photographs will be rejected.

  3. Application fees are non-refundable.

  4. Only one application form is permitted per candidate.

  5. Disabled candidates must submit recent disability certificates (if applicable).

  6. Electronic devices, including mobile phones and calculators, are prohibited in the examination hall.

  7. Candidates must report to the examination center at least 30 minutes prior to the test.

  • CW: Total Correct Words

  • TW: Total Words Typed (CW + RW)

  • TM: Total Mistakes

  • Typing Speed (WPM) =

Minimum Requirements
:

  • English: 300 words

  • Hindi: 250 words
